First of all:
Effort re-registering Store and clearing cache:

Click your Start Button, blazon wsreset and hit Enter
When that command completes, check to see if the Shop app will open up

If not: it may be a trouble with Windows Update:
Click your Showtime Button type services and hit Enter
For each of the following services, notice them in the list of services, then double click them, if they are non already Started, get-go them and set their Startup type to Automatic

Cryptographic Service
Close the Services App
